I am not using any mods that alter the Megaton Home at all, in-fact my modlist is extremely short and is literally just stuff like MCM, CASM with MCM, Universal Item Sorter, Radios of Two Wastelands and TTW Tenpenny Tower Radio - nothing that impacts the Megaton Home or any worldspace or cell at all. I also spawned in the note that is found in the container with General Chase's Overcoat so I could read it (it added to pip-boy automatically as a note should). The only things I did in the 8 minutes between these two saves inside the house is spawn in a few Mothership Zeta (and one other) items I didn't go on a murder spree for while doing the DLC (Samurai Armor/Hat/Sword, Paulson's Hat/Outfit/Gun), General Chase's Overcoat which I missed while doing the DLC and the O'Grady's Peacemaker unique police baton which I missed while revisiting Vault 101.
All of the rest of the containers are totally empty (Locker closest to door, upstairs room's Desk & Filing Cabinet). For the second save outside the front door of the Megaton home, if I go back inside then the cell is reset (it has the Vault theme so all of the shelves are stocked with food again and such) and the only containers that aren't are the ground floor locker furthest from the front door and the nuka-cola machine, and the fridge (but the fridge has had its inventory reset to that of a standard fridge you find throughout the world, so basically empty).
The first save inside the Megaton home is fine and everything is as it should be even if I go out and back in. I actually have a save inside the Megaton home that is 8 (real) minutes before a save right outside the front door of the Megaton home.
It's a good thing I save profusely otherwise I would have been quite upset. Can confirm this still happens on the most up to date version of TTW as of this post.
